1. Cut eggs lengthwise. Remove yolks and place in small bowl. Set egg white halves aside.
2. Add mayonnaise, dried parsley flakes, dried chives, ground mustard, dill weed, salt, paprika, garlic powder, and milk to small bowl with yolks.
3. Mash yolks and combine all ingredients well.
4. Fill egg white halves with deviled egg mixture.
5. Sprinkle paprika on deviled eggs to garnish.
